Agency alignment · Financial Crimes Enforcement Network
Meaning before action. Evidence through change.
Trace the public-record progression from non-executing transaction conditions to AML/CFT and sanctions continuity, then customer identity and relationship responsibility. Official developments reviewed from April 1 through October 10, 2026 remain separate from company-authored comments and independent architectural analysis.
Separately identified public records
Each filing keeps its source and attribution.
Three distinct public records span two dockets. The April comment remains officially Anonymous; the June supplement and CIP comment are named VeloxVFX filings. Receipt and posting are different events. Metadata below follows the September 4 public-record ledger and existing Journal; official hosts control. Current automated retrieval of the comment pages was unavailable, so no new posting verification is claimed.
01 · FinCEN · historical record · officially Anonymous
Transaction-state representation — anonymous reference comment
Addresses structured, non-executing transaction conditions, compliance continuity and separation of information from blocking, freezing, rejection, settlement or execution.
Boundary: The official commenter remains Anonymous. Journal association does not convert this into a named agency-hosted VeloxVFX filing.
02 · FinCEN · named VeloxVFX supplemental record
PPSI AML/CFT and sanctions — named supplement
Addresses secondary-market risk visibility, lawful-order traceability, review context, internal-control evidence, information-sharing boundaries and preserved institutional authority.
Boundary: Publication does not establish review, agreement, adoption, reliance or implementation; all institutional and agency determinations remain external.
03 · Unified interagency · FinCEN-hosted named record
Permitted Payment Stablecoin Issuer Customer Identification Program
One unified comment distinguishes customer, account, verification, risk, exception, reliance and update states. Third-party service does not transfer the PPSI’s CIP obligation.
Boundary: Publication does not establish review, agreement, adoption, reliance or implementation; all institutional and agency determinations remain external. One unified response is not multiple agency endorsements.
Official FinCEN developments · April 1–October 10, 2026 review
Independent developments, carefully bounded comparisons.
All agency-source links in this section lead to fincen.gov. Dates refer to announcements unless publication is expressly identified. These are selected relevant developments, not every agency action during the period. Analytical relevance is VeloxVFX’s interpretation; it is not an agency characterization of VeloxVFX.
Tier 01
Direct subject overlap
Proceedings addressed by the separately linked public comments.
- PPSI AML/CFT and sanctions · joint proposal
FinCEN and OFAC issued a joint proposal implementing GENIUS Act AML and sanctions-program requirements for permitted payment stablecoin issuers.
Independent analysis: Direct subject overlap with the two 0100 comments. Program records and lawful controls remain distinct from non-executing representation; FinCEN and OFAC authorities remain separate.
Official FinCEN source ↗ - Stablecoin customer identification · joint proposal
FinCEN and four prudential regulators proposed effective customer-identification programs for permitted payment stablecoin issuers; Federal Register publication followed June 22.
Independent analysis: Direct overlap with the unified 0101 comment: identity evidence, relationship attribution, verification, reliance and retained institutional duty.

Tier 02
Operational correspondence
Related evidence, information and responsibility questions; no filing in every proceeding is asserted.
- Financial-institution AML/CFT programs · broader proposal
FinCEN issued a proposed reform of financial-institution AML/CFT program requirements, separate from the stablecoin proposal.
Independent analysis: Risk assessment and resource allocation create evidence questions; no separate company filing in this broader program proposal is asserted.
Official FinCEN source ↗ - Section 314(b) · updated guidance
FinCEN clarified how financial institutions can share suspected-fraud information under section 314(b).
Independent analysis: Information sharing preserves statutory conditions, permitted purposes and institutional responsibility. It does not authorize every disclosure.
Official FinCEN source ↗ - SAR confidentiality · joint statement
FinCEN and banking regulators clarified customer communications about underlying suspicious activity without changing BSA requirements or creating new supervisory expectations.
Independent analysis: Underlying facts and protected SAR status remain separate; evidence continuity does not remove confidentiality restrictions.
Official FinCEN source ↗ - Verifiable digital credentials · FAQs
FinCEN issued new and updated FAQs on government-issued digital credentials for natural-person identity verification under CIP.
Independent analysis: Identity evidence is distinct from authorization, transaction execution and final compliance determination.
Official FinCEN source ↗ - Other digital-asset proposals · withdrawals
FinCEN announced withdrawal of proposed rules concerning certain convertible-virtual-currency transactions and unhosted wallets, and a special measure regarding virtual-currency mixing.
Independent analysis: Withdrawn proposals must not be described as current requirements. This announcement does not identify 0100 or 0101 as withdrawn or establish a response to VeloxVFX.

Tier 03
Contextual evidence
Official research and institutional actions, separate from company filing chronology.
- Federal student aid fraud · alert
FinCEN issued an alert on identifying and reporting suspicious activity connected to federal student-aid fraud schemes.
Independent analysis: Detection indicators, suspicion, reporting and legal determinations are different states; no company filing or deployment is asserted.
Official FinCEN source ↗ - UBS Financial Services · enforcement
FinCEN assessed a civil money penalty for willful BSA violations at UBS Financial Services.
Independent analysis: Institution-specific enforcement provides context for recurring deficiencies, remediation and review evidence. It is unrelated to any agency endorsement of VeloxVFX.
Official FinCEN source ↗ - Banque Misr UAE · Section 311 proposal
FinCEN proposed restrictions on Banque Misr UAE’s correspondent banking access. The finding and proposed special measure apply to the defined UAE operation.
Independent analysis: Scope, correspondent relationship, diligence and legally authorized controls remain distinct. No company submission in this proceeding is identified.
Official FinCEN source ↗ - Digital-asset scams · analysis and alert
FinCEN published analysis of BSA reporting on suspected digital-asset investment scams and an alert for financial institutions.
Independent analysis: Reported suspected activity is not a judicial finding or an estimate of VeloxVFX performance. Source evidence and institutional review remain separate.
Official FinCEN source ↗ - A7 Network · proposed measure and alert
FinCEN proposed restrictions concerning A7 Network sub-agents and issued an alert; OFAC separately imposed sanctions.
Independent analysis: A proposed FinCEN measure, an alert and an OFAC designation have different legal effects. No coordination concerning VeloxVFX is inferred.

How to read the comparison
Correspondence does not establish adoption.
These independently issued FinCEN developments are compared with independently authored public comments. Subject correspondence and chronology do not establish agency response, influence, adoption, endorsement, reliance, implementation, approval, procurement, licensing or affiliation. All legal, compliance, institutional and supervisory determinations remain with legally authorized actors.
FINCEN-2026-0100 is the joint FinCEN–OFAC AML/CFT and sanctions-program proposal. FINCEN-2026-0101 is the separate five-agency CIP proposal. FinCEN, OFAC and each prudential agency retain separate legal roles. Comment-period closure is not final action; withdrawal of another proposal does not withdraw these dockets.
Market and institutional relevance
Questions institutions can examine.
These are bounded evaluation questions, not claims of deployment, regulatory clearance, measured savings or guaranteed compliance.
Transaction states
Keep evidence separate from action.
Can transaction conditions, secondary-market observations and lawful-order records remain readable without automatically blocking, freezing or approving an activity?
Identity and relationships
Preserve the responsible actor.
Can customer identity, verification method, reliance, exception and update states remain distinct while the regulated institution retains its CIP obligation?
Information sharing
Keep permissions visible.
Can source, authorized purpose, recipient, confidentiality and correction history remain distinguishable across institutions?
VeloxVFX relevance
Information may interoperate; authority stays where law places it.
This chapter explains readable state, source, version, exception and responsibility information across independently governed systems. VeloxVFX LLC does not, through this public website, identify a person as legally compliant, approve transactions, file SARs for an institution, block or freeze funds, execute lawful orders, provide custody or settlement, or exercise FinCEN, OFAC or supervisory authority. No agency endorsement is represented.
